Cr Nolan has lived in Kew East for 26 years. Cr Nolan is married to Rosemary and they have 3 young adults along with extended famoly in other parts of Bellevue Ward and Boroondara.

Cr Nolan was elected to represent Bellevue Ward in 2024.
