The Minister for Planning is considering a change to the zoning of the former VicRoads site in Kew.

The site is owned by the Victorian Government.

The rezoning would enable future redevelopment of the site in accordance with Victorian Government’s Housing Statement and its commitment to provide more housing.

The rezoning is proposed to progress through a fast-track amendment process with no involvement from Council and no panel hearing process.

Proposed rezoning

The proposed rezoning of the site includes:

There is no change proposed to the following:

  • The Neighbourhood Residential Zone – Schedule 3 (NRZ3) applied to the south-east extension of the ‘tail’ (adjoining 6 and 8 Denmark Street and 117-121 Barkers Road).
  • The existing Design and Development Overlay – Schedule 14 (DDO14) which sets discretionary height limits for the site will also remain.

At this stage, no development has been proposed. Any future redevelopment of the land will occur through a separate planning process by the Victorian Government and its agencies.

Background

VicRoads ceased operations on the site at the beginning of 2024. It currently has three buildings built in the 1960s, ranging in height from five to eight storeys.

The site is close to the popular Kew Junction shopping precinct and has public transport and cycle routes surrounding it.

Future redevelopment of the land will occur through a separate planning process. At the appropriate time Council will be advocating for the following key outcomes for the site:

  • new development to respect the distinctive character of the local neighbourhood
  • provide a range of housing options, including affordable housing
  • potential to include shops and employment uses that reflect the site’s proximity to Kew Junction
  • beautifully designed public realm, pocket parks and green linkages
  • improved connections including a cycle link through the site to Barkers Road.
